I Guess It All Depends On Your Definiton Of "Temporary"

Keep surging?

BAGHDAD - A revised U.S. military plan envisions establishing security at the local level in Baghdad and elsewhere in Iraq by summer 2008, leading one year later to security conditions nationwide that Iraqi forces are capable of sustaining, U.S. officials said Tuesday.

That's not what the White House has been telling us the entire time they've been selling the surge.

I think what the President is saying is that we have a Baghdad security plan; it is a surge. A surge by its name is a temporary mission.

A surge, by definition, is temporary in nature.

FACT:  The current strategy in Iraq is a temporary surge in military, civilian, and diplomatic resources driven by the views of our commanders on the ground.

It's viewed as a temporary surge.

...well, it's all simply a misunderstanding because we didn't realize that it was actually the explanation that was temporary, just like all the other explanations that we've been offered about why we are in Iraq for the last 4 1/2 years...
