Rising Tide 2: What is the state of New Orleans Levee Protection?

This is video of a presentation, given at the NOLA bloggers Rising Tide 2 conference, by Timothy Ruppert, NOLA blogger and current president of the American Society of Civil Engineers, Louisiana Section.
